Who owns it?
Who is the single, accountable Flag Officer?
My experience, over my career is that if you put one person in charge, give that person the appropriate authority, make that person accountable for the results and that is what you get -- RESULTS.

I could not be happier to hear that ADM Harvey is retiring.
Admiral Gortney has been nominated to take his place. Now, we'll see what he can do.
You know he's good when people he doesn't even know can't stand him. This is a spin off of a Lady Gaga quote!! But seriously, he cares, and that's what matters.
ENS, a good number of people who didn't know UBL "couldn't stand" him either...it just doesn't seem like a decent yardstick, only a cute saying...from Lady Gaga.
