It's an interesting question. I've noticed that it trips from the lips of people who have 15 chiefs, 33 1st Class Petty Officers and up to 8 division officers to delegate to who wonder why that department head, acting XO, Senior Watch Officer, OOD, and the ship's only TAO asks you to spare him the long version and just boil it down if you want his input. I mean, it was OK on watch but every second after that came out of duty and sleep and some of us only got 3 hours sleep/day in the war.
