These are shaping up to be the FCC / C10F strategic goals for 2015

The CNO's presentation of the Navy Unit Commendation and outlook on cyber warfare speaks to the value the FCC/C10F team brings to Navy and joint commanders, which, looking ahead, will be measured based on its ability to:

  • Operate the Navy Network as a war fighting platform;
  • Provide tailored signals intelligence (SIGINT) to supported commanders and the National Security Agency/Central Security Service; 
  • Deliver war fighting effects;
  • Create and share cyber situational awareness; and 
  • Provide certified Cyber Mission Forces to U.S. Cyber Command.

Disappointing results. Aren't these pretty much the status quo?

Always a bit baffled by this statement. Why the term warfighting? I think what we mean here is mission essential -- as in we can't do much these days without our network. Keeping it operating is a mission essential task.

- Provide tailored signals intelligence (SIGINT) to supported commanders and the National Security Agency/Central Security Service;

Yes, to supported commanders. No to NSA. We don't do SIGINT for NSA/CSS. We do SIGINT as a part of NSA/CSS (CSS part is the key here) to support the Commander.

- Deliver warfighting effects;

What effects? Cyberspace effects? How about EW? Anyway, didn't Joint Doctrine eliminate effects-based operations from its lexicon. This needs much rework.

- Create and share cyber situational awareness; and

This is SIGINT, but specific to our networks. This is also very much a part of the first statement. The two should be combined.

- Provide certified Cyber Mission Forces to U.S. Cyber Command.

What about certified SIGINT or EW forces?

These statements could use a lot of work...

"Deliver warfighting effects"

This is much like when a leader has to tell you their paygrade and position to make sure you understand it...if you have to tell people you are in charge, you really aren't. Likewise, if you have to tell everyone you are a warfighter, you most likely aren't...or in the IDC's case, haven't widely proven it.

More action, less words is what is needed...massaging the same phrases over and over don't make them any more or less valid, only action can do that.
