Navy Will Keep Surface Warfare and Submarine Directorates Separate From N2/N6


The Chief of Naval Operations will not integrate its surface warfare and submarine organizations into its information dominance directorate.

CNO's staff had been reviewing the potential reorganization that would have taken elements from the surface warfare (N86), expeditionary warfare (N85) and submarine warfare (N87) and put them under the information dominance (N2/N6) organization.

Captain Lambert,

I have been left out of the loop for 30 some years now since I retired from the Navy. My last sea duty was on an FBM Submarine and we were prohibited from transmitting information while on patrol as one of our duties was to remain undetected, even our own forces did not know where we were back in the Cold War days. It is only a guess on my part but I do not think we had or observed an Information Dominance Directorate at the time and it would take someone with a low level of understanding to even suggest that FBM Submarines call in to the Information Dominance folks to report anything that was happening on their watch. This same concern should be observed with the other tactical forces and they should not have to report to command when they might expose their location. I find it hard to believe that CNO would not be up to date on the vulnerability of his troops due to unnecessary communications; of course he and his staff do have more important considerations such as DADT, Rules of Engagement, the overemphasis of minority selection and advancement, really dumb uniform changes and other such really important stuff such as being a force for good. I may be wrong but when the enemy is hot on your electronic signature you better begin to have locating and killing your enemy as a couple of your primary objectives.

Captain Lambert,

I yield to your superior knowledge and expertise of modern methods of data transmission. But I fail to comprehend how intelligence may be transmitted and received by other commands without being intercepted by the enemy. If a signal is transmitted the location of that transmission may be triangulated upon so as to determine the location of the signal source.
