I agree with this wholeheartedly, but there are those of us today that just gaining position is more important than the process of study and preparation to be qualified for that position. I will not name names but each of us is aware of individuals who have been granted their position by means other than what Horace outlined in his words.

I agree with Horace & Navyman834 - My view is that "reached to excellence" is different than being on top. I don't want to be negative but we've had many leaders, many good leaders but very few that fit Horace's excellence bar.
