Flag Officer Assignments
The Secretary of the Navy Ray Mabus and Chief of Naval Operations Adm. Jonathan W. Greenert announced today the following assignments:
Rear Adm. (lower half) Sean R. Filipowski, selected for the rank of rear admiral, will be assigned as senior military advisor for cyber, Under Secretary of Defense for Policy, Washington, District of Columbia. Filipowski is currently serving as director, Warfare Integration Directorate, N2/N6F, Office of the Chief of Naval Operations, Washington, District of Columbia. |

I wonder if an IW officer is a cyber expert. Would not an IP officer be more appropriate in this role? I'm not knocking this officer, at that level I guess it is all politics.
Pulled from his bio: his tours have included the National Security Agency (NTOC); the Naval Network Warfare Command; the director for Electronic and Cyber Warfare on the OPNAV Information Dominance Staff; the deputy director of Operations at U.S. Cyber Command; and the director of Intelligence at U.S. Cyber Command. He is currently the Director of Warfare Integration for Information Dominance on the OPNAV staff (which owns the EW and Cyber portfolio). And it's not just the tours - he knows the business. Hard to find a more qualified Flag/GO not only within the IDC, but all the services.
I would add, he was CO of NSGA Yokosuka, Japan and that pretty much qualifies him for any follow-on assignment - in my opinion.
Seems like we could use ACTION vice advice.

Not sure we currently have any Cyber experts in the IDC at the O5+ paygrades to be quite frank. IWs have predominately been focused on traditional RF based SIGINT, IPs have been focused on fleet comms, and Intel/Oceano are doing the things they have always done predominately ignorant to cyber.
That puts the proper cyber expert as a hybrid between IP/IW - one who undertands the network they are defending, how it is operated/defended as well as the threat and how to action it when necessary (in our outside friendly networks).
Opinion only, but have yet to really see a true Cyber expert at the senior paygrades. The true experts are 03-04 and have been told to become traditional within their dicipline (IP or IW) or they won't promote - many have separated as as result.
