Precepts for the FY11 Captain Selection Board from the Secretary of the Navy on 8 January 2010 offer a 60% opportunity (nominally 12 selections) for IW selection to Captain.

Seems like this is violating some kind of privacy act law to me.
Proven leadership trumps all other attributes, but the cornerstones of experience and technical expertise in a global cyber warfare environment completes the promotion criteria basics when selecting those best qualified to become four stripers!

I wonder how the new Information Dominance Corp is going to affect IWO selection for O-5 and O-6 positions. Will the core career paths remain viable, sea duty will always be keystone but beyond that I feel it is very gray (pun intended).
Privacy act? I hope you realize that NPC posts, for nearly all officers, the full name, designator, and SSN LAST 4 in publicly available message traffic. By Navy directive, the last 4 is not considered protected information.
I cringe when I call up a bank or utility company and they ask for my name and last 4 as authentication. Not to mention that, with the last 4, obtaining the rest of the SSN might be as simple as knowing a person's approximate date and place of birth.
If our adversaries ever get serious with information warfare, I would be highly concerned about targeted attacks on service members and their families.
