I've never thought about segregating which news I pass to the CO or XO, as I usually pass everything to the XO or both at the same time. However, my rule of thumb is that I send my Division Officers, Chiefs or Blue Shirts up to see the CO or XO to pass good news and I always deliver the bad news.
