I recall from my days as the EA to RADM Thomas F. Stevens in 1994 that 'we' wrote personal letters to every Navy Flag officer and invited them to Naval Security Group Command Headquarters on Nebraska Avenue for a personal brief on our new strategy "CRYPTOLOGY-FORWARD FROM THE SEA". Hundreds of them accepted the offer and we gained a whole new group of Navy supporters as we embarked on our journey into Information Warfare as the Navy's Executive Agent under the leadership of Bob Zellmann.
