What's missing?
"Many people have the ability to review something and make it better. Few are able to identify what is missing."
This is a great explanation why a 20% DOD wide HQ reduction won't be a problem. More than 50% of the staff doesn't do any more than "Review" other staff work. We need more people to concentrate on "what's missing".
