Free for everyone
Initiative and responsibility. They are yours for the taking. No limits. You are free to take as much of either or both of these as you like. Go ahead. Try it. Some of you will really like it.
This is not far from being a fairy tale, it takes an enlisted man a number of years before anyone will even pay any attention to what this man even says or does in most circumstances, and I have seen the same thing happen to young Officers, they are corrected and chastised for nearly everything they do until they are seasoned individuals, and that takes a bit of time. After this period of shake down only then will an Officer or an Enlisted man be able to use that initiative and responsibility to enhance what takes place in the Navy environment. If those individuals are able to take the challenge of the things they had to face and absorb the criticism and corrections they were required to face in their junior years will they be able to use their initiative and responsibility to aid the Navy.
