As is nearly always the case, there are more quality officers deserving selection to Captain than there are promotion opportunities for them. This group is rich in Fleet and command experience - both essential to success at the next level.

Congratulations to all the selectees and my sincere thanks to those who were not selected. Your service is valuable and in many cases, raised the performance level of your peers which helped them get selected.

First quad of digits is the last 4 of the SSN, second is the relative seniority.

Is the seniority number the same as the line number, the order in which they are promoted? When are line numbers announced?
