Vice Admiral Barry J. McCullough, Commander U.S. Fleet Cyber Command/U.S. TENTH Fleet signed off on his command's Strategic Plan for Calendar Year 2011. It has been widely distributed to his subordinate commands. He's clearly defined the missions of the two commands, outlined the vision and provided his guiding principles.
The three Goals and Objectives that VADM McCullough enumerated are:
- Goal 1 - OPERATIONS - Conduct full spectrum cyberspace operations in support of Navy, Joint and National missions.
- Goal 2 - FORCE SHAPING - Shape the Navy's cyber workforce that supports and satisfies Navy, Joint and National missions.
- Goal 3 - CAPABILITIES AND REQUIREMENTS - Provide Navy cyberspace capabilities to support Navy, Joint and National missions.
If you are a member of the IW community and you don't understand these missions, vision, guiding principles or goals, you owe it to your chain of command to ask questions and gain a broader understanding of this Strategic Plan.

Your post has a preachy tone. I think we can figure this out by ourselves.
Mission ( from subject document) ...
"Serve as central operational authority for networks, cryptologic/signals intelligence (SIGINT), information operations (IO), cyber, electronic warfare (EW) and space capabilities in support of forces afloat and ashore."
Admittedly, this is one of 13 or so 'missions' but its is arguably the most expansive and the other 12 can be tucked fairly neatly underneath this first broad statement/mission.
That said, with this expansive mission it's a wonder (and a disappointment) that the "Goals and Objectives" are so strictly cyber-centric. Or am I over/under analyzing the document?
This feels like the FCC strat plan. Where is the rest of what we do?

It is very difficult to craft an all encompassing strategic document. There are subsets of the FCC Strat Plan (i.e. NUCO) that address SIGINT and some other mission areas. Is there an area of particular interest to you? I can point you in the right direction.
My concern is the apparent "cyber-centricity" of the plan.
Is FCC/C10 giving ...
- networks,

... as much attention as cyber?

The quick answer is NO. Some of those areas are getting more attention than cyber. All of those areas do not deserve the same level of attention. I would say that the staff is devoting the appropriate level of attention to each of those areas.
