Penalties for untrained personnel

Well spoken General. The Navy was intensely trained many years ago, but since black box training became the norm in technical rates of the Navy, which was just around the advent of digital technology, this is where they are headed; the untrained is what they will be. With the planned reduction of the military budget you can probably guess where the Navy is destined to find their homeport.
