I cannot recall a ship ...This one is actually true. I cannot recall a ship or unit that was automatically in a stall or not mission effective due simply to lack of men, material or $ when well led. It sure was easy to see the difference between good and bad leaders when officers found themselves in identical crappy situations lacking men, money and material but the good ones sailed on time and completed the missions.
