Navy's Leading Thinker in Ethics - RADM Walter "Slap Shot" Carter
Get your hands on the whole paper. It is worth reading.
This is good stuff. I think part of the equation that gets a bit glossed over WRT training and education is that when the services recruit, they get who they get. The people who join are who they are. Even with great training and education, an unethical person is unethical. The change has to come from within.
Good stuff, but to call him the Navy's leading thinker..? NWC Presidency was a stepping stone for a guy who has now promoted to three-star without a graduate degree. More do as I say, not as I did from our FOs to JOs.
