Why do these in Norfolk each year?
Perhaps they would get better participation if they rotated the location each year.
These celebrations happen all over the map. This just happens to be the on for the Norfolk area. They have been held in DC, Pearl Harbor, Atsugi and Misawa Japan, the United Kingdom, Germany and elsewhere.
