Newest Qualified Information Dominance Warfare Officer Joins the Fleet

Is VADM Card wearing the IDWO pin on the bottom, versus on the top? I am hoping that inversion was for the ceremony only....:). Aviators everywhere will soon be shocked to see their insignia upstaged by the upstart IDWO device!
Unfortunately the head of N2/N6 wears it on the bottom. My opinion, at least treat it like the Enlisted do with their SW/AW pin, depending on the command is what goes above. A minor thing that shows a lot to the folks he is leading.
