"Cyber space is on the bottom of the ocean because 95 percent of what moves in cyber space moves on cables that rest on the bottom of the ocean. That's the maritime domain. That's the domain of the United States Navy."
Admiral Gary Roughead
Chief of Naval Operation
On the importance of cyber space operations.
This has to be taken out of context. I just can't believe that CNO really subscribes to this theory of warfare.
ReplyDeleteYes, but...100% of the data on those cables originates on land. You can wish it and want it and even believe it, but none of that actually makes it a "maritime domain" thing.

The quote is over a year old, as you can see by Context Provider's links. Written when Navy cyber commands / efforts were getting rolling. Hopefully, cooler / wiser heads are prevailing among the speech writers and those who provide the information.
ReplyDeleteCNO said, "When I think about that it causes me to reflect that cyberspace is really in the ocean, it’s not in the ubiquitous power point slides with the lighting bolts flying all over them. When you get right down to it, cyberspace runs on the bottom of the ocean."

Folks that understand - cyber, the Navy and the CNO - understand exactly what he meant.
