Are we talking about sigint in the navy?
I disagree slightly with the opinion that it is already on the bottom. BUT, it is one the way there at a high rate of speed. Our enlisted Sailors and junior officers have been keeping the community afloat while the senior leadership wallows around in no mans land in search of an identity. Over selling the benefits and simplicity of IO, poking around in areas like "strategic communications" and PSYOPS for which we are untrained, and worst of all; burying ourselves in a comms outfit (NNWC), has created a reputation of amaturism. It is sad. We need to pull our two star and all our 1610s and IW enlisted out of NETWARCOM and try to rebuild what has been screwed up and in decline for the last 5 years. I told ADM Mullin this directly when he was CNO. He just gave me a confused look and no answer. How appropriate.
